How to Run a Site Analysis Before You Buy a Toronto Multiplex Lot

A site analysis is the physical and technical read of a Toronto lot you run before you write an offer. It's separate from checking what zoning permits, and separate from legal due diligence on title. It asks whether the ground, the services, and the surrounding conditions will actually let you build what the zoning by-law says is allowed. Skip it and you can end up holding a lot where the zoning works on paper but the sewer main can't carry the load, a protected tree sits where a unit needs to go, or part of the buildable footprint falls inside a regulated ravine.
This is the sequence a developer runs between spotting a listing and writing an offer: a desktop pass through Toronto's public data sources, then a physical site visit to verify what the desktop pass suggested, then the technical checks that shrink the buildable envelope in ways a zoning lookup alone won't show: servicing, grading, trees, easements. What a site analysis checks that a zoning lookup and a legal review don't
A zoning check answers one question: what use, height, and setbacks does the by-law permit on this lot. It's the right first filter, and it's covered in What You Can Build on Your Toronto Lot, Based on Its Zoning and Size. Legal due diligence answers a different question: what's registered against the title, what does the purchase agreement say, what encumbrances follow the property to closing.
Neither one tells you whether the water main in the street can serve the unit count zoning allows, whether the lot drops three metres to the rear yard, or whether a mature tree sits exactly where a foundation needs to go. That's the gap a site analysis closes, and it's the work that should happen before you spend money on drawings, not after.
The desktop pass: four Toronto data sources before you drive out
Start at a desk, not at the curb. Four public tools cover most of what you need to know before a site visit is worth the drive.
Zoning. The City of Toronto's Zoning By-law Interactive Map, reached from the Understanding the By-law pages for Zoning By-law 569-2013, is the tool for looking up a specific property's zoning designation before you go further. Search the interactive map directly by address.
Parcel data. GeoWarehouse draws on Ontario Parcel, the province-wide land database built by Teranet in partnership with Ontario's Ministry of Natural Resources and the Municipal Property Assessment Corporation. A parcel search returns the property identification number and the assessment roll number. Critically for a site analysis, it also returns registered easements, rights of way, condominium plan limits, and water body limits: boundary and encumbrance information a zoning map doesn't carry.
Regulated areas. The Toronto and Region Conservation Authority (TRCA) regulates development affecting watercourses, wetlands, shorelines, and valleylands under the Conservation Authorities Act and Ontario Regulation 41/24. TRCA's online Regulated Area Search tells you within minutes whether a lot falls inside a regulated area, before you've committed to anything.
Trees. Toronto's tree protection pages let you check the general rules ahead of a visit: any tree 30 centimetres or more in diameter, measured at breast height 1.4 metres up the trunk, is protected on private property under Toronto Municipal Code Chapter 813. Injuring, destroying, or removing a protected tree without a permit is prohibited.
What to verify on the site visit itself
Everything the desktop pass suggested gets confirmed on foot. Walk the lot lines against the survey, not against the fence, because fences drift from the legal boundary more often than buyers expect. Note the grade: does the lot fall toward the street, toward the rear, or toward a neighbouring property, and by how much across the depth of the lot.
Count and measure the trees. A trunk that reads as borderline on a satellite image needs a tape measure at 1.4 metres up the trunk to know whether it clears the 30-centimetre protected threshold. Look for existing structures that will need to come down or be worked around: sheds, detached garages, retaining walls. Check what's on either side of the lot too: windows in the neighbouring buildings that face directly into the yard space your design would use, because that shapes massing and window placement well before a permit application. And look up: overhead service wires and their clearance from where a new structure would sit.
Water, sanitary, and stormwater servicing: why the unit count can fail here first
Zoning permission for a given number of units is not the same as confirmation that the pipes in the street can carry them. The City of Toronto maintains Sewer Capacity Assessment Guidelines and a Water Servicing and Metering Manual, the engineering standards that City staff and consulting engineers use to confirm whether existing water, sanitary sewer, and stormwater infrastructure has capacity for a proposed development's demand.
This is a separate review from zoning, and it runs on its own timeline and its own risk. A lot can be zoned for a given number of units and still require an off-site sewer or watermain upgrade to serve them, an outcome that changes the cost and the schedule of the project before a shovel goes in the ground. Confirming servicing capacity, even at a preliminary level, belongs in the site analysis stage, not after an offer is firm.
Grading, topography, and tree preservation limits that eat into the buildable footprint
A grade change across a lot is not just a drainage detail. It changes where a foundation can sit, how a garage or parking access works, and how much of the site plan has to accommodate retaining structures instead of building footprint. A lot that reads as flat on a listing photo can still drop enough over its depth to force a different building strategy.
Trees work the same way. A protected tree, one at or above the 30-centimetre threshold under Chapter 813, generally has to be preserved unless a permit to injure or remove it is granted, and preserving it shifts the building envelope around its location rather than through it. On a narrow multiplex lot, one preserved tree in the wrong spot can eliminate a unit's worth of footprint. Confirm tree locations and sizes before you assume the zoning envelope is the buildable envelope.
Easements, encroachments, and overlooking issues that shape the design before permits
Easements and rights of way registered against the parcel, visible in the Ontario Parcel data behind GeoWarehouse, can run through the middle of a lot for a utility line or a shared driveway, and a design has to work around them rather than through them. The same parcel data flags condominium plan limits and water body limits where they apply.
On site, look for physical encroachments the title record won't show on its own: a neighbour's fence, shed, or driveway that crosses the legal line, and any overlooking condition where a design would put habitable windows facing directly into a neighbouring property's private yard. These are practical, buildable-footprint questions, and they're cheaper to resolve before drawings than after.
Site conditions that should stop a purchase before you spend a dollar on drawings
Some findings are reasons to stop, not reasons to negotiate. A lot inside a TRCA-regulated area needs a TRCA permit or clearance before Toronto can legally issue a building permit for the work, and TRCA's own service targets show why that matters for a schedule: 14 days to confirm a minor application is complete, or 21 days for a major one, then a further 21 days (minor) or 28 days (major) to comment on or issue it. That's real time added to a project timeline, and it needs to be priced into the offer, not discovered after firm.
A protected significant tree sitting in the only workable building location, with no alternative siting that preserves the unit count, is another stop signal. So is a servicing review that comes back requiring an off-site watermain or sewer upgrade the project can't absorb. None of these show up on a zoning map. All of them show up in a proper site analysis.
Turning the findings into a go or no-go before you write the offer
The desktop pass, the site visit, and the technical checks are meant to converge on one decision: does this lot support the project a zoning check suggests it might, once the ground, the services, and the neighbouring conditions are accounted for. Four checks decide the answer: zoning, servicing, grading and trees, easements and overlooking. Clear all four and the lot is worth taking into a full feasibility study. Fail on servicing capacity, or on a protected tree in the wrong spot, and it's one to walk away from, or to re-offer at a price that reflects the added cost.
Either way, this work happens before the offer, not after.
